Painted hair can be really beautiful when done right, and is an especially good idea when creating dolls for young children, or the elderly, as painted hair is easier to care for than dolls with rooted hair.  It's also a great way to get really comfortable with hair patterns before attempting to root.  Additionally, some people have allergies or don't wish to care for mohair, and this can provide a wonderful alternative.
